Observing the marks on the bar end weight I would suggest that the impact is causing the end weight to have moved and to bind on the end of the throttle grip. Please try checking the clearance (by removing the bar end weight) before spraying lubricant around the grip...

Yeah you were right. I had to end up putting a washer between them to give it some more space

Hey, I know you made this comment a while back, but I have this same model bike. I believe the previous owner dropped it and that is the reason he sold it. While the I got the bolt out, the end weight will still not loosen. Is there any tips or information that you have that can point me in the right direction? If you need more details I can certainly give more

That works too. But you run the risk of it coming all the way loose when riding (which happened to me) I recommend putting a washer or two to create that space instead
