No, it's not constant. It depends on the length you want. It can be longer or shorter

You start marking 3 inches from the midpoint

How to measure required length of flounce.. and in what size of paper you got flounce of what length..not clear pls let me know

I did not measure the length after cutting out the flounce. If you need a wider flounce, your fabric should be bigger, just get the midpoint and start marking your desired length. You can try it out on pattern paper first
