How to Declare your properties in France - Biens immobiliers

In this video, I'm talking about “Declaration de biens immobiliers”. This is a declaration to be completed by 30th June 2023 and that will impact on your taxe d’habitation. Whether you are a French resident or non-French resident you need to declare the properties you own in France.
Update 24/06 - Good news, the deadline to declare your property has been postponed until 31st July.
The key thing to remember is that the exoneration on taxe d’habitation is on your main property, not the others…
After 2023, you will have to update your French properties details on this same website once a year.

    Small clarification: you don't have to declare toilets or bathrooms. A room is considered to be 30M2. This means that if you have a very large room, it may count as 2. For instance, I have a large lounge and a large kitchen/lounge. Each is counted as 2 rooms in my records from Impots.

    A fried of mine has succeeded in doing his, because he was over there for 2 weeks and was able to take his documents in to get access sorted to the Impots site. The only question he was asked was "is the house inhabited or not?" No room sizes or anything else asked of him.

    Thanks for your reply. We thought the dates of occupancy required applied to this year only. As we haven't visited yet in 2023, we put in the dates we were in France the last time: April to June last year. These dates were accepted and we could then continue with the form. I hope this is helpful to others.

    Hi Valerie and thanks for the video. I knew nothing about this until I received a letter from the French Tax office to day about our residence secondaire in Brittany. It was posted on the 8th, so has taken 13 days to arrive, and now we only have 10 days to respond. We are resident & taxed in the UK, although in recent months I have retired so my only income is my Pension. We do not receive any income in France so have never had to register with the French Tax office. When we bought our Brittany house about 20 years ago, we were told by the Notaire and a local that we only needed to pay Tax Fonciere as the house was empty, so this notice that we might have to pay Tax d'habitation was a shock. The house was bought as a renovation project and has never been occupied since we bought it, other than the occasional week of us 'camping' in it whilst doing some maintenance & gardening. The house is now near uninhabitble as the plaster is falling off some of the walls and we had a glass rooflight leaking badly, so we have a lot of damp. I was also taken ill with Heart trouble just before the start of Covid, and so we have only made one visit to France since. My French is non-existant and desperate to find some English speaking help and advice with this. Sorry for the long post.

    @@StartBusFrance Thanks for the reply Valerie. I put a post on Angloinfo and somebody kindly told me the date had been extended. I did try ringing the English speaking service in Noisy Le Grand but the Lady there told me they only deal with income tax.

    @@trampster7306 Thank you for the update. In this case, it's back to creating the online account with www.impot.gouv.fr and asking your question to them directly, using the messagerie. They usually answer back with 7-10 days.

I filled out an online French form which was submitted with a copy of my passport as an email over 3 weeks ago, That was supposed to give me access to the French Impots website. Nothing heard and emailed them again last Friday, but still nothing. 🙄🙄They had extended the deadline to July31st but getting concerned now.

    Merci beaucoup/thankyou for this video and information, much appreciated! I live and work in the UK but own a house in France, which I visit ocassionally. However, I do not own any UK property, and only use a contact address in the UK (eg my sister's). Therefore I don't want my French home to be viewed as a 'second home' (and taxed accordingly) when I own no other property...Any advice is welcome, merci!

    Hi @richrogers5864, this is an interesting question. From a factual point of you, it is your main home as you don't own another property. But as you are UK based with no long term visa for France, legally you are considered as a visitor. I would suggest that you get in touch with the Impot office for the non-residents, as they will confirm what to do. This is an English helpline. lannuaire.service-public.fr/centres-contact/R122

    Hi, this is very helpful. But I have a question. When I go onto check the details of my house some of them are wrong but it doesn’t allow me to make any changes. What do I do about this ? Thanks

    This is a useful video - I am wondering though if the interface has changed in 2024 as I could not see an option to keep information the same, we have owned our holiday home for 14.5 years - I just added a week when we visited in February and think that would be sufficient - we have always pays TH as the house is fully furnished but we only visit a few times a year - better to be honest 🙂

    @TenaciousP yes, the declaration interface has changed slightly and it is now fully integrated in your personal Impots Account. You are informed to update it when you feel your personal income tax form (extra tab for the properties) . Unfortunately, if you are a non-resident you will still pay Taxe d'Habitation.

    Your help please. We do not know how to complete the dates of occupancy in our second home. We have not visited this year yet, but there is no provision on the form for stating this and it appears dates have to be added in order to proceed with the completion of the form. There is no change in the propery details. Thanks in advance.

    If you watch the video at 7:44 mins, do you have this option of stating "pas de changement". Which basically means no changes, still you owning it. If not, send some screenshot or a short Loom video, so I can see the options availabel (valerie@startbusinessinfrance.com)

    @@StartBusFrance I did select that. It is the Occupation date and date of leaving. Do I have to declare every time I go there? Or leave the leave date blank?

    I have two adjoining apartments bought at different times, which are knocked through together to make one larger apartment, but still showing as two separate BIENS. Is there any need to somehow indicate this is now one property not two?

    If these are separate apartments, it's normal for it to be seen as a separate Bien. For instance, you could own a whole building with 4 flats. There would be a Bien for each of these flats.

    In the example given, which is about the best guide online I have seen, thank you, the confirmation aucun changement is for cases of RESIDENCE PRINCIPALE only. If it is in my case a second home, not tax-resident France but UK,. There seems to be a requirement to enter detail of the occupants, NO option to check AUCUN CHANGEMENT. I am down as occupant 1, hence my question do I add my spouse as occupant 2?

    If there is no space for comments, you can add your personal details and in brackets add "residence secondaire, non resident en France". Send me a couple of screenshot or a Loom and I will have a look valerie@startbusinessinfrance.com

    @@StartBusFrance There is no space on the forms for additional information, it is very rigid, all fields with (*) are mandatory - if you want to submit , you just do the best you can to complete the fields to meet the deadline. The section about "rents also covered by this lease" make no sense for my merged apartments, and the form design doesn't allow you to say "Stop! Its not "leased" it is owner-occupied. I entered my wife as occupant 2, as the form already has her information including her date of birth, (presumably from the Notaire's filing) so why not. No room to enter the relationship "epouse" on the form, so its their problem. I managed to get each property occupancy start dates separately - 2002 and 2011, when they were purchased. No idea how the Tresoire will interpret that. I had many years when working in designing information collection forms.. This form is what you get from someone with a degree in Literature and Philosophy, and no practical experience of anything in the real world. Anyway, its done. What is ironic is I have to pay a full year's Tax Habitation when I am forbidden from staying in the country for over half a year. Its just politics, isn't it? Good luck to the 120,000 previously undeclared owners of swimming pools, and the secret rental incomes on family inherited properties. Good luck, home-owners.

    @@Android48 yes that's a good idea. Then use the messagerie in your impot.gouv.fr account to explain the issue. Someone at the tax office will look into your question and fix the issue.

    @@StartBusFrance Good suggestion, using the personal space to pose a question. It does warn that you should not use the question in order to avoid meeting the deadline for declaration. I have made the declaration, explained the situation, now for the tax officials to suggest any changes for example, two apartments joined into one. We have always been charged the Tax Habitation on the combined floor area, so it should not make any difference. Money and Politics is a bad combination. Best Andrew

    The Occupant is in my case myself and my wife, owned jointly as in the purchase documents. Do I add her as the second occupant? No clarification is given

    I have put in the 13 numbers my date of birth , it will not accept , and allow me access . I have phoned the Service des Impôts several times , even the person had difficulty. I live in England , have a house in France for over 30 years . I have never rented it out .

    Madam, I have a question. I have lived in Grenoble in a rented apartment for 2 years (from 2020 till 2022). Do I have to pay housing tax for the rental apartment? I am receiving lot of letters from the tax office to pay the housing tax. I don't own any properties in France.

    Dear @asrajesh I'm afraid that the taxe foncière is due by the person living in the flat or property. The landlord only pays if you weren't in the flat on 1st January.

    I have no password for the Personal space so cannot get in and have filled in the form twice and sent passport details since first getting the information form from tax authorities- but still no replies-where else can I turn?

    yes same problem here also. rang the non residents line, got through to someone who only spoke french, not much help. our letter was recieved on the 26th June having been posted 8th June. this is all very difficult.

    I also sent off a copy of my Passport over 3 weeks ago, and no reply. I too rang the English speaking helpline and did get through to a yung Lady who spoke English, but she told me they couldn't help as they only deal with income Tax. She gave me another number to call, but that wasn't English speaking, and I got bombarded with a bunch of telephone options in French that I didn't understand.

    @@trampster7306 I emailed my local tax department (SIP Bonneville) with a copy of my passport and my fiscal number and they sent me a link to create an online account! It should say who your local tax dept is on one of your tax foncieres / tax d habitacion.
