There isn't an agency per se. You only need to visit an embassy with the necessary documents.

Apply to a school, get accepted, and meet all the requirements. Then you can apply.

For student visa it means you want to study in Korea, search online for your school choice, apply, then if you're accepted you start going about your student visa ok.

This is not a Yes or No answer. However, getting a job in healthcare for someone who isn't a Korean isn't a walk in the park. You might want to reconsider.
