So is the Target ROAS the break even ROAs? You want to get more than the break even ROAS to make profit?

Depends on your business model. Everyone should know their breakeven ROAS as a baseline so you know you're at least not losing money(some business are happy to do that though because they know their LTV). If you want a specific profit on each sale, you simply add that profit value into your costs and it will update your ROAS accordingly. You can target that ROAS and know you're making x profit each sale.
