252 credits = Pass 249 credits = Fail Either pass that particular difficult subject or choose an easier subject to pass.

No, their is no such rule in NPTEL. You can Register for the course at any time.

No, it is not possible to change NPTEL Exam Date.

Sir a small doubt, I have completed the two courses on NPTEL which are of 2 credits each, If I lost 3 credits to finish up my btech degree, will they add up this two and make it three credits to complete my degree? (All the five rules have satisfied)
