there’s actually no hard and fast rules in making “harmony”. any two or more notes heard simultaneously are considered to be harmony. therefore not every set of notes would be super pleasing to the ear by themselves, but would still be considered a harmony!

Usually based around the notes of a cord, passing notes should be in whatever scale you're using. Realize that minors have that middle note, in this case, one semitone lower. Some chords have sixths, sevenths and major sevenths, so there are four notes to use with those chords. Also realize that the chord notes may be arranged in a different order, called inversions. In this case sometimes the E is on the bottom, or perhaps the G. Lots and lots of possibilities. When in doubt, try a note. If it doesn't sound right, find one that does instead.

overtime, it becomes something that is a muscle memory. For instance, at first it might be hard to learn, but eventually if you do it enough times you don't ever have to think about it. Ex: Riding a 2 wheeled bike.
