Anyone with a collection of silver would know they had a collection of silver. Cash for coins/silver/gold are all over the place. My bet is a home robbery dump.

It could be something like this; or maybe silver coins were getting pulled by the places that wrap the coins and by accident they dumped the silver coins back into circulation!
