So what I'd like to know, if a fighterjet equiped with a PESA radar comes up to a jet with an AESA radar, is it safe to assume that the jet with the AESA radar will quicker or easier detect the other jet & shoot it, or are other factors more important here?

So many factors decide which aircraft will shoot the other first Aesa radars aren't automatically better than pesa radars But overall aesa is better To make my point clear Let's say you have a 10 million dollar aesa radar vs 100 million dollar pesa radar Pesa radar might be better in this case bec. More money equal more development equal more stability and reliability But if we were to have let's say a 10million aesa radar vs 10million pesa radar 98% of times aesa radar will be better
