Yeah. That's why the prepaid phone is as much as a month refill. Why refill when you can just get a new number each month. For those wondering the issue with this is unless your contacts are also changing numbers, then the gov will just wait and see what their number (assuming it is a static number) ends up contacting when they stop contacting the current known number. Remember, they do NOT need your phone number to track you. If they have a general idea of 2 places you've been in at rough times when you made calls, they can just use the data from the cell towers to pinpoint your phone and where you are. Apple phones for example are trackable even when "off" using the airtag technology. As long as the lithium battery has some charge in it the phone's powered down circuit wakes up and talks to nearby airtag devices. Burner phones should be off until needed and never use them near your Apple phone and never allow another friend/family to call your burner from a known number. Have the friend borrow a public phone (or friend of a friend of a friend) at a shop or best is get an insider at a telemarketing office/spammer to pass messages so it looks like a normal outbound call to your burner like it's a random number dial.

The fact that that most burners run on CDMA, 2g or virtual networks makes it extremely easy to track or intercept messages with hardware most law enforcement agencies are using these days called a stingray. What is hard is building a profile on its usage as they aren’t usually kept in service long enough to establish any significant data patterns (although not completely useless). The stingray can even force your newer smartphones into using one of these lower, unsecured modes which is how they are able to easily intercept and relay on things like text messages and even listen in on calls.

1) almost all cell phones sold now are at least 3G because older networks are being taken out of service 2) all cell phones provide some location data. at a minimum, data of cell towers nearby gets logged by the cell provider 3) unless you practice extreme hygiene, it’s easy to find out who is running a burner. power the thing on 1 time around any known cellphone & your meta data gets linked to that burner.

they'll need to know which phone to look for first though. like if you're in a city there will be 100's or 1000;s of other phones connected to the same cell towers. so unless they do a large data analysis on the towers near you, or physically get some1 to follow you and record when and where you make phone calls they'll have no idea which phone number to look for.... but if they're invested enough to do all this you probably have legal problems a burner phone won't fix anyway...

Burners are actually really easy to track. Associating a burner to a specific person however is the difficult part. In addition, as mentioned they're easily disposable so likely to be tracking a garbage truck .

The stingray can even force your newer smartphones into using one of these lower, unsecured modes which is how they are able to easily intercept and relay on things like text messages and even listen in on calls.

they'll need to know which phone to look for first though. like if you're in a city there will be 100's or 1000;s of other phones connected to the same cell towers. so unless they do a large data analysis on the towers near you, or physically get some1 to follow you and record when and where you make phone calls they'll have no idea which phone number to look for.... but if they're invested enough to do all this you probably have legal problems a burner phone won't fix anyway...
