The bank is able to release the funds, but they will require a letter from the university stating that the student is responsible for paying the installment and that the funds are needed. I had hard time explaining ICICI bank to disburse the loan before Italy student visa appointment. As university demands the student to be in Naples to complete the enrollment and Italian embassy needs min. 10 lakh disbursed in bank account to apply for visa.
