Eh..no, they are actually called EUDs. And they do look like condoms with a tube at the end that gets attached to a container bag. Keeps patients cleaner and skin drier than diapers.

Probably not very many. Most have either burned up during re-entry or have been pulled by other gravitational pulls. Though I agree it would be hilarious to come across a tiny "astroid field" of poo bags.
