The "mailing" part is relevant because thats how the federal government gets involved. You could move weed from a legal state to another legal state, and you'd still be breaking the law AND giving federal authorities grounds to go after. It's still federally illegal to have weed in Cali, however, law enforcement is left to the state in the constitution, so the feds can't do shit until you move out of state.

Growing weed is not easy. It's not like you can grow good weed because you know how to sell drugs or smoke weed. And selling the weed and owning a dispensary isn't as easy as just selling weed on your block. It's not a race thing but of you think it's that easy to get into that business on the legit side it isn't. It cost lots of money and doing it by the law cost a lot more. It's a science to actually grow the stuff and it's a tough and expensive business to start legit.
