The reason behind the reduction of elementary education from 7 years to 6 years under the Education Act of 1940 was not discussed on this video. Based on the information from DepEd, during the Commonwealth era the Quezon administration tried to emulate the 12-year American basic education system. The government at that time started by reducing the elementary education from 7 years to 6 years and planned to introduce the additional 2 years in the secondary level or what is called senior high school. However, due to the outbreak of the war, the proposal of adding 2 more years in high school no longer became a law. The aftermath of the war resulted to shortage of government funds which made it more impractical to add 2 more years in high school. In 1953 a law authored by the late Senator Geronima Pecson (Elementary Education Act of 1953) tried to restore the pre-war Grade 7 in elementary. It was signed by President Elpidio Quirino but was never implemented due to budget constraints. Only exclusive schools such as Ateneo Grade School, La Salle Greenhills, De La Salle-Santiago Zobel School, San Beda Grade School (Mendiola), Lourdes School Quezon City, Assumption College, Colegio San Agustin Makati, etcetera implemented the 7 years of elementary education. The 12-year basic education (with Kindergarten) was finally signed into law and implemented during the term of President BS Aquino III despite objections from parents and some schools.

Naaalala ko pa nuong first year high school ako meron kaming mga classmates na graduate sa school na may Grade 7, ang tawag namin sa kanila mga sosyal hahahahaha. During that time kapag may Grade 7 ang school na pinanggalingan mo parang mataas ang tingin sau kase it means galing ka sa sosyal na school, ang mga ordinaryong elementary schools nuon hanggang Grade 6 lang talaga.
