The phone has to be unlocked

if ppl have hotspots inside their house they could be dicks and unplug them at anytime so u'd lose ur network connection

Not accurate the service defaults to the TMobile service if it loses connection to the home hot spots. Also people who have hotspots actually earn for having them so I'm sure they would want to have them on all the time.
