It's a completely ambiguous structure where you have to assume Hamas is the passive object clause if you want to think Hamas has been the one offered a ceasefire.

Nobody said it was offered by Hamas. It is common for news titles to leave out "was". e.g. "Convicted felon granted a generous deal, Judge says" This doesn't mean the felon offered a deal, it means he WAS offered a deal. They do this with other verbs as well. e.g. "City in ruins, witness says" This means the city lies in ruins. Not that there is a city inside some ruins.

Israel is required to act in accordance with international law. Yet, no one requires Hamas to do likewise, including wasting foreign aid to build tunnels in Gaza to hide their terrorists and hardly anyone condemns Hamas' terrorist activities including the 10/7/23 massacre of innocent Israeli civilians.
