*just do this* :at the begining when cj is on tenpenny's car, type the cheat "rocketman" and after that, don't skip the cutscene or else the glitch won't work, after the cutscene tenpenny will not drop cj, instead tenpenny's car will blow up and then Cj will respawn in the hospital and then, TADAA!! the road blocks are gone, and u can go wherever u want without getting WL's *good luck,hope that helped*

This is still very helpful because true Gta San Andreas players do the Starter Save Challenge when you have to complete all available side missions + all collectibles & tasks in the game in the beginning of the game without starting the Big Smoke mission, I highly recommend the challenge
