The Goat Simulator 3 is reference to Lethal Weapon 2 than GTA 5. Most game are reference to movies.

The Goat Simulator one, it can be said it's a GTA V reference, but I think it's more a reference to Lethal weapon (I think 2) where the main guy pulls down a house. GTA V also took that as inspiration/ Easter egg
