Just go to director mode use the highway patrol actor and use low wanted level and have a police car in your garage

Most players don't know every time they explode another player's shipment, they already are the police! It's literally been in the game since Day 1 and nobody bothered to pay attention. 😎 The uniforms and vehicles aren't even needed. Griefers are Cops and K/D ratio is your Police Rank 🚔
