That was a little before Elder Scrolls Morrowind (2002), Half Life 2 (2004), GTA 3 (2001) were released. Yes, we would be impressed back then. I love how fake the "wet floors" implementation look in most RT mods It's like people are walking/driving on a thin layer of ice

Tracing on cars looks great, but the wet roads look glassy and reflections artificially crisp in comparision to my IRL experience. Still kudos to the dev, no way I could do better.

I think (maybe i'm wrong), that the wet street looks so glassy, because the water on the street is purely 100% flat, unlike in reallife. IRL the water has tiny waves, isn't flat and in movement, coming from the raintrops falling from above. GTA isn't accurate enogh to simulate all that, that's why it looks like glas.

"Tracing" is not used to calculate reflections, that's just good old cubemap reflections (actually dual paraboloid reflections), so yeah, the most noticeable change of the mod is just an overused game feature

Looks like he is also using Marty's SSR shader. If you just use the GI shader, the puddles will still be there, but everything else won't be so reflective.
