I agree it's fine that ADCs deal little damage tanks who are 4 items deep into an armor build, what I do think is stupid though is that Poppy can somewhat reliably deal 1.2k damage in 3 seconds while providing hard CC in form of stun & knockup in the same time frame with those items..
