Goa’s resentment toward outsiders and settlers is rising. Calangute tourist tax is a sign

Goa's resentment towards tourists and settlers stems from their negative impact on the environment and local life. A proposed tourist tax by the Calangute panchayat aims to fund sanitation and reduce littering by tourists. Tourism disrupts daily life, exemplified by overcrowded Parra Coconut Road and disrespectful behaviors. Resentment extends to wealthy settlers and low-income migrants, creating a hierarchy of "outsiderness" in the state. Despite the justified frustrations of Goans, there is a need for a more nuanced understanding of migration and movement. In this video, Karanjeet Kaur, a journalist and former editor of Arré, argues in favour of the Calangute tourist tax while emphasizing the importance of coexistence between residents and visitors to the state.

At the bottom of this attitude of "laissez faire" is the culture of allowing the degradation in order to profit from it. The culture of Corruption, and its corollary, Incompetence is destroying Goa making it resemble any other part of India. Perhaps this is what is meant by "National Integration"!! Goa ought to have ben a model. It is soon going to be a dog with fleas. You also live in Goa and feel invaded by tourists or ill mannered people around your neighbourhood. How should a Native Goan feel growing up freely in their neighbourhood, visiting seashore with friends during school holidays or otherwise but now there is not a single place to walk peacefully in your own neighbourhood ?. In Goa before 1985 there were no murders ,begging, rapes and unruly people. We lived in clean Goa with peace and harmony. A person from Delhi or Gujurat is not Delhite and Gujurati?. If Goans call a person an Outsider who is settled in Goa is wrong and why?. I had my school mates from Karnataka and Kerala settled soon after Goa's Invasion by Indian army and there was never ever a slight differences or a problem because they accepted our tradition, culture and way of life. Regrettably today some of the settlers don't behave or even think they should impose their tradition, culture, nasty habits etc on Goans, perhaps they think money talks. Don't get offended by reality and if you respect Natives then they would respect you more.

Goans have allowed goa to crumble and so within the larger context of self-imposed economic decline dunking on North Indian tourists seems a bit self-righteous, they seem like an easy target. Every Hotel in Europe has a tourist tax to be paid on arrival, so it is not an issue. What is different here is the fact that the panchayat is checking your hotel booking before you enter, no doubt difficult because, you may be staying with your relative in Benaulim and visiting Calanugte. Maybe it would be a better idea to charge every tourist entering Goa a tax and hope that the money is used for infrastructure to keep Goa clean. Conversely as happened in the pandemic, tourist preferred to apy a fine and not wear a mask, here they may assume it is a license to throw garbage as they have paid for the clean up. What goans dislike is the culture of corruption is being brought from outside to Goa, pay authorities and take whatever you wish even if it is illegal.

Its the "tourist" mentality. Not knowing the rules of the land. We have all seen the recent viral reel of a Indian Jungle wildlife Safari encountering a tiger....the tourist lady in jeep screams on top her voice..."bhaiya chalo....bhaiya ho gaya...chalo..." all this while the tiger is approaching them..! Point being, people forget that they're on foreign land.... Outside of their familiar zone....and behave exactly the way they would in their personal space . The same applies to tourism elsewhere. They blatantly ignore local rules and regulations. Making them a menace to the surroundings. So, if they lack self awareness, its best for govt to step in and impose some. Im a Maharashtrian, who has had the privelage to move to Goa.. Panjim for work (hospital staff) back in 2015. But then, coming back this year 2024......the place feels completely overun by crowds...high prices, hardly any shopkeepers speaks any Marathi.... High level of Police checks ... Overspeeding vespas.... doesn't feel like the Goa it used to be. The only time it feels like Goa..... is when you choose to ignore the chaos and focus on the lush greenery and coconut trees and beautiful skies..and southern beaches. They still have the same tranquil feeling about it. That hasn't changed.I sincerely hope and prey Goa's natural beauty stays intact.

These dictats would mean People won’t be able to move . People won’t be able to travel . Further filtering of the issues would mean Goans not allowed in Maharashtra or Karnataka. Mumbai is full of Goans too . Should they be packed off to their pristine villages by the Maha Ghatis as the Goans would love to call them ? The need of the hour is to educate the tourists and more so for the Goans to remove the malice towards their brethren from other states of India . Agreed that Cleanliness is next to Godliness and must be followed . However taxing your tourists and differentiating between the rich and the poor tourists is not good . Remember the arrogant Goans will have to pay a price for their own selfish interests. There are millions of other Goans depending on tourists for their livelihood.

Well done Joseph Sequeira, Sarpanch of Calangute. That sarpanch is taking care of the common people / working class people living in that village. In addition to tourists paying extra taxes, all the businesses that are NOT OWNED BY the Local residents need to pay taxes to help fund programs that will help improve the lives of local villagers. The outsiders who are settlers soon become colonizers who spew hatred on localites. Mumbai people owning businesses / property in Goa are OUTSIDERS. Bengaluru people owning businesses / property in Goa are OUTSIDERS. Delhi people owning businesses / property in Goa are OUTSIDERS. Dubai people owning businesses / property in Goa are foreign settlers All non-Indians owning businesses / property in Goa are foreign settlers Multi-national corporations operating in Goa are also outsiders NGOs operating in Goa are also outsiders All of them MUST pay more taxes to reduce planned poverty in India. All the states of India who have foreign / outsider tourists must do this and the funds should go to help pay to improve local communities - such as free education, free transportation, free internet, free libraries etc.

Honestly we need the money from these additional taxes to pay for keeping Goa sustainable so that future generations can also enjoy our state. Bali also has a tourist tax. It’s not because we despise tourists but because we understand the importance of sustaining the cash cow. Goa is also doing the same simply because we have to do so to clean the beaches and ensure a certain level of law and order is maintained. All kinds of tourists come right from the wealthy to people coming to Goa on their first holiday. All are welcome but paying this tax is purely survival. Law and order will be necessary long term as well to ensure Goa continues to have the high level of safety it has to prevent lawlessness. Costa Rica was highly sought after but lawlessness ruined a beautiful place. Goa needs to maintain a balancing act of having a certain level of freedom where the illicit stuff happens with some supervision but also ensure death and injury to life is mitigated like Thailand. In short, it’s not because we hate but because we understand it’s in our interest to do so.

That is why you have many rich tourists who come with their vehicles or rent vehicles and create a nuisance and litter the place. If Goa wants tourism to help the economy then first get the transport system sorted out. Make all rickshaws and taxis strictly use meters. I have been to Goa and wanted to explore some places in the south of Goa but couldn't because the public transport shuts by 7:30 pm.

I guess, all states should adopt this mechanism. 90% indians do not have basic etiquettes of travel and trekking. Littering is taken for granted be it cities or touristy places. Regarding migration, i guess strong rational procedures are required from state's end since it challenges Right to Movement and settlement of citizens. However, this right to move and settle has become a bone of contention in many cities across the country owing to differential development in the BIMARU belt as compared to NE and Southern states.

I have watched Goa's culture withering away with each passing day (sadly), there is a high influx of people coming from Maharashtra and some from Karnataka too. Which is why we are getting to see so many statutes of Shivaji Maharaj. Picking on the tourists is a catastrophic blunder, the only money that is being generated for common Goa folk is from tourism. Even the poorer tourists coming in busses and tempos too bring in money , they will end up buying fuel, liquor, some food stuff and other, essentials. This money is from whichever state they come from and now becomes part of Goas economy. We should look to make camping sites for such tourists and charge them for use of those sites. Even the (favorite punching bag) Delhi folk, when they buy houses, it is Delhis money flowing into Goa, we should see that we promote Goa builder rather then the builders coming from Pune and Bombay.

It's the Indian mindset. Heck I'm from the NE and there are lots of Biharis and Bengalis over here. They tend to segregate even amongst themselves, with the Biharis living together separately and likewise with the Bengalis. Most Biharis don't even bother to learn the local language and expect everyone to speak hindi. In Karbi Anglong, a group of Biharis deleted a local karbi man when they were asked to vacate a plot of land they occupied illegally, leading to chaos. I noticed the same thing among indians outside india in countries like the Philippines, Singapore where indian dominated localities are the dirtiest.
