It's actually a bit more complex than that. Ever since Germany as a national state was founded in 1870/1871, the country has had an unusual degree and quality of cohesion of society, similar to Japan, though perhaps slightly less extreme. Although this cohesion has some similarities with fascism, it actually has positive as well as negative aspects. On the positive side, Germans generally speaking tend to care for each other, and in the best of times in a universalist, not nationalist way. But this cohesion also means that German society is more susceptible to phase changes such as a fall into fascism. Historically speaking, both the positive and negative sides can be seen in Germany's colonial history in Africa. On the negative side, in 1904-1908, Germany committed almost complete genocide of the Herero and Nama people in what is today Namibia. (There are no precise numbers, but according to estimates, about 60% to 80% of the population was killed.) But it must be noted that far from supporting this, German society was generally opposed to it and the genocide was sharply criticized in the Reichstag. They just didn't have the power to stop it. (Germany before the Nazis was less racist than the older colonial powers. When the governments of the African colonies tried to make 'mixed race' marriages illegal and/or ensure that their offspring did not get German nationality, this was very strongly rejected by the Reichstag.) What is different with the on-going genocide of the Palestinians is that while most Germans oppose the genocide, the media is manufacturing consent with the criminal actions of our government. The cohesion of German society means that we are very susceptible to this kind of manipulation.

There is a rather famous caricature (at least im germany) from 1890 called "Dropping the Pilot" depicting Bismarck leaving a ship Wilhelm II. is on. And I think when taking into account the most significant events germany has so far been on the right side of history once after the caricature came out. Quite fitting depiction, unfortunately.
