No US president presides over their presidency--they have to act and re-act to what the previous president did or wanted done while trying to get as much of their own agenda on the Resolute desk as they can. Think about it: Clinton is always given credit for the '90s budget surplus, yet it was the 1st Bush who raised taxes which created the surplus! Bush wasn't re-elected because he promised not to raise taxes, and Clinton is heralded as an economic wiz because Bush did! In short, Trump gave an order, Biden had to follow through--that's it! Bobby Colby, all that kid wanted to do was go home. Well he went home alright, with a crater in his colon the size of a cutlet. Had to sit him on a cork the 18 hour flight home! Anyway....we delivered the bomb and I never touched a spatula again.
