Gen. John Allen's Analysis of the Ukraine War | Amanpour and Company

Military observers say they expect to see a new Russian push in eastern and southern Ukraine. U.S. officials believe Russian forces have withdrawn from the area around Kyiv, but NATO officials warn that Vladimir Putin has his sights set on the city in the longer term. General John Allen (Ret.) commanded NATO international security forces in Afghanistan and joins the show to discuss.

    All that West need to do is supply Ukraine with weapons they need to win. Tanks and fighter jets. No need for US or Nato soldiers. US has spent only a tiny fraction of what they spent on Iraq or Afghanistan. This is a far more important conflict for world peace.

    It's tough, I'd say break out the Iron Dome and the Abrams for Ukraine, but the problem is that it's a huge conflict, and our stuff would fall into Russian hands. The Russians have a long history of reverse engineering or adapting our equipment that falls into their hands. This may yet happen with the NLAW, which they have captured in some quantity. My wager is that this is why the hesitancy is happening. That said, I would send them lower tech assets like 105mm and 155mm artillery all day to replace their D-30 130mm guns and their 152mm SP systems. The Ukrainian artillery skills, coupled with drone usage, has been a real sight to behold.

    It’s amazing that people are now having to grapple with the concept of a Ukrainian counter offensive. Five weeks ago Ukraine was predicted to lose the entire war in days.

    NATO must come out of its hibernation and offer genuine help to Ukraine - fighter jets, tanks, artillery etc

    General Allen is a very serious, professional, experienced man giving us the overview we need. Hopefully, the wisdom of such American and European men can help keep NATO out of the shooting war while at the same time bringing about the total collapse of Putinism. There is more at stake than some realize.

    @@dipthongthathongthongthong9691 Things certainly aren't going to go perfectly well 24/7/365. It just doesn't work that way, unfortunately. It seems to me that there are two primary goals: first, to help Ukraine save herself from being swallowed up by Putin's Imperial aspirations, as were many nations swallowed up by the brutal Soviet Union and then second to keep NATO from being drawn into a World War III. Will sanctions accomplish those 2 primary goals over the long haul? I don't know but I do think it's worth a try. Even if a WW3 didn't go nuclear, there would be hundreds of thousands, perhaps millions of casualties. You've seen the bestial behavior of the Russian troops. A multinational war would be that many times over. It's worth trying anything to avoid that....or so I see it. You may see it differently.

    Much depends upon ongoing military support including offensive weapons to Ukraine and how effective sanctions are at wrecking the Russian economy.

    In the opening phases the UK/USA appears to have given the Ukrainians exactly the equipment they needed. So much so that we are now talking about giving them new capacity because the Ukrainians have been so successful they can now, conceivable, go on the offensive.

    Thank you, for your assessment, Sir.. America must step up and support the Ukrainian military 🪖 with the equipment needed to push them out. It's my firm belief if we fail to cooperate with the Ukrainian militarily by supplying them adequately to get the job done we are going to be fighting Russia ourselves. These pictures coming out after the pullout of the Russian occupation are so horrific 😢 we can't morally allow this to continue. There is no excuse for such barbaric savagery. We've watched documentaries on WW2 war crime scenes and the devastations look the same to me. 👀 Some may have sworn inwardly as they watched these documentaries "never again." I guess there's nothing new under the 🌞 sun. We can't go back, but we have a chance to save human lives now! They're expecting worst-case scenarios out of Mariupol. 😭 My Father fought in WW2 and his generation sacrificed to rid the world of just this type of evil. Their sacrifice can't be discredited by us standing by not doing our best to stop this "small cold reptilian evildoer."

    Yahoo News reported in January on the CIA’s secret U.S.-based training initiative for Ukrainian special operations forces and other intelligence personnel. That program, which began in 2015, also included instruction in firearms, camouflage techniques and covert communications. Yahoo News’ prior report also revealed that CIA paramilitaries had traveled to eastern Ukraine to assist forces loyal to Kyiv in their fight against Russia and its separatist allies.

    You’ve stated the situation and what the allies must do very well. We need to supply the bombers Ukraine needs and close the air space. I’d rather we defeat Russia there than see Europe erupt into another world war. We have a moral obligation to assist Ukraine before the country is destroyed. The world said “never again” and I fear the rest of the world won’t step up to prevent another genocide - beyond what’s already occurred.

    @@jillengel4124 Actually, it's MIG-29 fighter jets. It is still/urgently necessary to PLEASE get the used Eastern European S-300's over to Ukraine, that can reach higher than Stingers, etc. And let's get those used Polish (and maybe other, thanks!) MiG-29's over, somehow. To paraphrase Colonel Vindman's recent TV appearances, no to a NATO No Fly Zone ... but YES to a Ukrainian No Fly Zone! And the week before, he pointed out that Ukraine has more pilots than fighter planes so every donation will be put to use.

    NATO and America are doing those things - not fast enough perhaps, but we don't know all the elements at play either. It is frustrating to see these things and not be able to help, but that is where we are

    Ukraine is in a very good position to resist and win against Russia. It has more than 500,000 soldiers with REAL LIFE military experience. They fought for 8 years on the battlefield in Russia-Ukraine proxy war since 2014. Now, if Russia would manage to defeat Ukraine and subject it to its will what we are going to see is that in 8 years Russia would likely continue its war, but now on NATO countries - Baltics, quite likely Moldova, it would try to disintegrate NATO from within. Ukraine must win, a lot of it is at stake here.

    Oh, yes, the Ukrainians are just going to drop their weapons and let Russia "subject it to its will". What nonsense, even if Putin should win anything like a real victory in Donbas, which he won't, whatever claims I'm sure he'll make to the contrary. The Ukrainians have enough weapons cached to continue an insurgency even if NATO should turn off the tap. What do you think they've been doing for the last eight years, praying for NATO intervention? Hardly. They will turn any Russian attempt at occupation into an infected sore far worse than what the Soviets experienced in Afghanistan. And it will continue long after Putin is gone, should his replacement be no different. The worst thing that could happen, incidentally, would be open NATO intervention, followed by Russian retaliation, which needn't be nuclear, against bases and supply hubs in Poland and Romania. The result of this would probably be either a full-scale NATO retaliation either in kind or with nuclear strikes on Russia-Belarus forces and supply hubs close to Ukraine, followed by a conventional NATO push from Poland and the Baltics. Much depends on the timing of responses and whether or not nuclear weapons are used, as well as with whether all NATO members agree with such a response. At a minimum Hungary could bolt, and possibly Poland, but what France and Germany decide to do would be of far greater importance. Were they to leave NATO, Putin will have won a far greater victory, even if he loses the Donbas, or Crimea, for that matter. Keeping this confined to Ukraine is crucial to Western unity. The only thing keeping Putin from using tactical nukes is fear of escalation to full strategic nuclear war with the US, which could happen much more quickly than people on either side realize. It goes without saying that this would also occur if NATO initiated nuclear strikes on Russia-Belarus territory.

    Polish civilians, most with military training, and on their own initiative, are forming combat units in Poland. They are using private money to purchase equipment: helmets, body armor, weapons, etc.. This is not just one unit, they have a training and depot facility and they are assembling and equipping combat teams constantly. They are stating that Russia is threatening Poland, and the front line is in Ukraine... When combat teams graduate they are going in to fight the Russians.

    I think the Ukrainians have thought about this pretty well and have made the Russians reposition toward the strength of the Ukrainian forces. I expect they will push south and cut off Crimea there is a reason they have not thrown in the towel at Mariupol.

    Perhaps, but the history of the city and its cultural roots are entwined with Russia. It has an anti-fascist history. And, as mentioned, it is an important Black Sea port. My guess Russia controls when all is said and done.

In their minds Kyiv fell on day three, and Putin occupied all of Ukraine in less than a week. Putin decapitated the Ukrainian government and now the country is completely under Russian control... It's a huge victory for Putin and Russia! Then they start smirking and talking about Putin's nuclear weapons, because Putin's victory is so BIGLY and HUGE he needs to threaten nukes.

    @@dipthongthathongthongthong9691 I disagree. The flow of events would really need to start reversing for Russia to seize Odessa. They are likely to retain their grip of the southeast, and most or all of the Donbas region. However, a significant attack from the east crossing the Dnieper river or an amphibious assault from the Black Sea are both unlikely to succeed. All this of course, goes out the window, if Putin authorizes the use of WMD's.

    For several weeks now I've been reading up on the Law of War and was interested in knowing why NATO had never admitted the Ukraine as a Member (which would give NATO protection to the Ukraine). Apparently the Ukraine had not taken care of Government Corruption which is why it has been denied membership (at least his is one major reason I've come to understand). I don't know if a Russian - NATO war would signal World War III or if China could get involved or all of the other factors but it does appear - based on statements from the American Government - that we plan to say out of the region with no boots on the ground and no birds in the air. Foreign Policy is difficult for those of us not making day to day decisions and not involved on a regular basis... not even sure I'd want to be a Professor in this field without also being in Government. Senator Richard Lugar spoke before his death at a Foreign Policy seminar that America should get back to the Constitution and Law and rule of War (one statement this conflict constantly reminds me of) and maybe this is what we are doing in the Ukraine. Clearly we seem to be obeying the Law and NATO treaty and such and perhaps this legal approach is best in this conflict lest we see escalation beyond our wildest imagination. I guess I'm proud of America so far in this. What can we do, really? And thanks for General Allen's analysis and comments. Enjoyed his expertise.

    One thing America can do and I believe they are , is to force Germany and France to take their NATO roles seriously . Since NATO was formed the US has been the backbone of NATO partly because they were the only country after WW2 who had the $'s and resources to do that . France kept out of NATO for a long time . The US has been saying for years that the european countries in NATO need to spend more on defence , they preferred to hedge which I believe is one reason the US has said , its up to Europe this time . I also think Europe was happy to keep the Ukraine as a so called neutral country between them and Russia . Lots of politics involved in europe , nobody should trust Germany or France to do the right moral thing . As far as international law is concerned it means nothing to Russia or for that matter China or North Korea .

    @@grosvenorclub I do not know the mind of any NATO representatives or their individual governments and I won't pressure America to do or say anything with respect to NATO and Diplomacy at this point in time. The President, State Department and proper officials have that responsibility and unless I have something I believe approximates a fantastic suggestion or come into a special appointment where diplomacy and Foreign Policy are my responsibility I figure there are others with access to secret and top secret information as well as day to day operating information and full military updates. I think France left NATO in 1966 and then rejoined.

    There is much more to the story, why the invasion in 2014 and now,. Oil and Gas in Crimea, plus Deep water port for Russian Navy In 2010 one of the worlds largest GAS fields was discovered in Eastern Ukraine near the Donbas, strangely the Donbas Separatist group ,became better armed , grew in number and activity then in 2014 Russia invaded Donbas and Crimea but did not gain control of the undeveloped GAS Fields. Why Putin's main goal was control of the Gas Fields and the coast and ports destroying Ukraines economy and weakening Ukraine to the point they can capture and defeat Ukraine..The forces being moved from Kiev are moving to encircle the GAS fields in Eastern Ukraine.

    0:40 Muscovites were fully aware that Kyiv was defended from the north by one jager infantry brigade, so their relatively small forces had nevertheless a multifold superiority in there. The same from the northeast where Chernihiv was defended by one tank brigade, also outnumbered by Muscovites several times. And Muscovites still had the same multifold superiority while being pushed back and retreated.

    Nope, both sides believed their forces would be more than enough. Muscovites failed to capture the Hostomel and Vasilkiv airports, and thus failed to land their airborne units intended to surround Kyiv from the south.

    Simple statement of fact: if this conflict escalates as Ukraine obtains more and more sophisticated weapons the number of deaths on both sides, as well as the destruction will be appalling. Not saying what is right or wrong, simply don’t know, just stating the obvious.

    @@Milesco I am sorry that India government is not taking Ukraine side. But, India is not supporting Russia too. India was abstain in resolution either by Russia or by Ukraine. Yes, India didn't impose sanctions same as Israel and Turkey, didn't. Yes, India is still buying oil (1%) same as EU (40%). I don't want to defend Indian government position here. USSR was the only country helped India in 1971 when US and Britain send warships to attack on India. USSR was the only country used 3 times veto to block the resolution by USA to give Kashmir to Pakistan. Even, Ukraine voted against India in UN couple of times. Russia and Israel are the only country gives its latest technology and weapons to India ( still 40% weapons from Russia). After all these help by Russia still India did not take Russia side because Russia (Putin) is completely wrong this time. On the other side US and West are not reliable, Ukraine gave up its nuclear weapons in exchange of security from US , Britain and Russia. Now, US and Britain refused to boots on the ground. Ukraine was repeatedly applying for NATO membership from 10 years but it was blocked by rich countries such as Germany. NATO doesn't want to upset Putin and war to escalate, why? EU doesn't want to ban oil, gas and coal, why? Because, people dying in Ukraine is okay but the rich people in EU should not suffer slightly economical and physical. So, when Ukraine blame India make sense but Western countries should not blaming India. India is not rich country like EU or US. India is developing country surrounded by enemies, India rely heavily on Russia for weapons and security, ...on West for jobs and investments...on Middle East for energy. So, even India government wants to but it can't take a side.

    The dude is correct, they are in the cauldron, Russia will cut their supply lines and close in. If they can't mount a successful counter offensive they will be worn down. Just a matter of time.

    Putin's fallback (and probably his bottom-line objective) is easy access to the Sea of Azov (and the Black Sea). Control of Donbas and Mariupol gives him that, thus his effort to depopulate those regions of pro-Ukraine residents. I believe Ukraine should cede those areas, fight like hell against expansion past Mariupol, demand the return of Crimea. If Putin calms down and accepts limits, he can be dissuaded from pushing further; provocation can be met with attacks on his new "warm water" port (Mariupol). All ports are vulnerable, and retaliation can be swift and decisive. Ukraine should be ready to fight for Crimea, and whatever else happens, the rest of the world must keep the pressure on Russia, make Putin pay for his aggression. The bonus: a lesson for Xi.

    Well, all Putin (or whoever replaces him) needs is a pretext, right? And we see from the current developments in Ukraine that they have no scruples in inventing one. So yes, it is NATO territory; and yes, there is still reason to be worried. Better worried now than sorry later. Btw, if you follow Russian discourse, there is not even 3 individual Baltic countries, it is the "Pribaltic" region for Kremlin, some border nations not worthy of their name. Sounds familiar?..

    I don’t pretend to be a military expert and I don’t pretend to know what “should be” done but I do have some questions. What are Mr. Putin's goals? If Mr. Putin is replaced as the head of the Russian government, what is the likelihood his replacement will be even more hardline than he is? Is it reasonable to assume that Mr. Putin’s goal is anything less than to restore Russian control of all of the land area that was ever under Russian control? It’s one thing to talk about what his short-term goals may be but, if he accomplishes those goals, what else is he likely to attempt? Has any country (or group of countries) ever been able to win a war while being prevented from attacking the enemy (or enemies) on their own ground? Is Ukraine currently being supplied with only defensive weapons by its NATO neighbors? Is the supply of those weapons on condition that Ukraine won’t attempt to destroy Russian weapons or Russian weapon platforms or energy sources or supply lines on or over Russian territory? Mr. Putin has hinted that he is willing to use nuclear weapons. Western analysts are reporting that the Russians have withdrawn from the area near Kiev. Do they realize that a common tactic in warfare is to withdraw troops from an area that is about to be shelled or bombed? Who has been thinking what the Ukrainins (or/and NATO) should “require” as a condition of offering Mr. Putin assurances that Ukraine will not attempt to destroy Russian assets within Russian territory? Is there any point in Ukraine trying to win this war until there is such a plan? (Expletive deleted), when will the majority of people in this world think about more than who to “support” in this kind of a conflict?

    Yes the Ukrainians can push the Russians out of that arc because they need to defend the whole thing whereas Ukraine can choose to concentrate locally and unexpectedly. A look at the map shows they could "surround" large Russian forces against the Sea of Azov.

    Afghanistan was a political, not a military defeat. The Taliban was never a military threat until we left and only started coming out of their caves when Trump promised we’d leave and not do much to stop them.

    Well didn't the supreme commander D. Trump order the withdrawal of forces in 2020? Refresh my memory, but U.S. Army was just following through with the order they received. U.S. must have thought too much invested without signs of turning it around (tribal affiliations above national unity), so it was more of a strategic decision. Unless... Trump was really wrong to initiate it...?

    We went into Afghanistan because the 9/11 attacks were planned and organized from there. We went there to rout out the terrorists and suppress their ability to attack us again. That was the objective and I think the US did it pretty well. Osama bin Laden was killed by US forces and its been 20 years and we haven't had another 9/11 style attack again.

    Let's get this straight, we did not lose in Viet Nam or Afghanistan. We were there to only provide support but it is up to governments to have the will to win. Both failed in these countries due to corruption and not backing their troops. Look at South Korea that was a sucess because the people had the will to win and were supported.

    Lost the war ? It was a war that could not be won you only have to look at history to understand that . For the life of me I never did understand why America and its allies thought they could subdue Afghanistan . Britain tried it the Russians tried it then America together with the British tried it . The British should have known better !! America went after Bin Laden that was legitimate after 9/11 but what followed was just crazy . Two unnecessary wars Iraq and Afghanistan at the same time I think America bit off more than it could chew . Just as Putin has done in Ukraine !! Its often the politicians that creates the problem as was the case in both these wars .

    Technically USA won the Iraq war, and in Afghanistan they also won. You have to define winning. Otherwise Russia also never won a war (they had to retreat from Georgia, Afghanistan, Cecenia and in Syria they are still bogged without having won anything if not the siege, with the total destruction of, in Aleppo ... they so much won that their old empire collapsed. True is that USA did not win in Vietnam though.

In their minds Kyiv fell on day three, and Putin occupied all of Ukraine in less than a week. Putin decapitated the Ukrainian government and now the country is completely under Russian control... It's a huge victory for Putin and Russia! Then they start smirking and talking about Putin's nuclear weapons, because Putin's victory is so BIGLY and HUGE he needs to threaten nukes.

    So many analyst say Kyiv is distraction front to pin Ukraine Army, not to capture Kyiv, whilst eastern front is where the real battle to tackle the core of the real hostiles, General sir. Sustainable war economics needs blinded patriotism from seeing real issues and support arm intervention by "occupation" ' "intervention" and "invasion" and create laws to support extreme measures like " 2002 -Hague Invasion Act." War is a crime, so armed conflicts for self determination is either terrorism or freedom fighters. Ahh so easy to flip the narratives. Patriotism is when love of your own people comes first; nationalism, when hate for people other than your own comes first.
