To be accurate, the large outlet is 240V and the standard household outlet is 120V. They haven't been properly referred to as 110 or 220 for about 50 years. The nominal household voltage of today's US electric system is 120/240V. Not 110/220V. I realize to some this is splitting hairs, but that's my comment.

The one at my apartment complex is electric, but I thought it was smoking one time & it set the alarm off where I live, but it didn’t smell like smoke & I was told it’s moist not smoke. At first though I thought it was carbon monoxide in the air

Does an electric dryer still require a vent out? If so, does it matter if the vent hose out to the outside is too long? Can indoor floor/box vent be used to avoid having to vent outside?

Yes, an electric dryer will require a vent to go outside. You should always have it vent outside. If the hose is too long the air blowing out may not be enough to prevent lint from building up quickly.

If you have both a gas line and electric line ( 2 lines), it would be a gas dryer!

Electric dryers will take longer to heat up, and might not get as hot as a gas dryer. Although electric will be both safer and the less costly option since most are now designed to be energy efficient. Hopefully this helps!

Or, in some deserts, neither. Where I live, there is a huge nuclear dryer in the sky, 330 days a year, and it would be ridiculous to replace a clothesline with an energy-consuming dryer. Most people in my city use gas or electric. On the rare occasions that it rains, I sometimes have to wait a day or two for the blast of desiccating, disinfecting energy from the sun.
