Why is it nesseserry to use the bell when they can se and hear you commin??????

Trains are really quiet, so the bell is there to warn people up ahead, theres are a horn if the person still doesnt hear. Even tho crossings have lights, gats, some people are so oblivious. Trains like this that are cabcars are particularly quiet.
