First thing you do is open the gas cap, pull the fuel pump relay in the fuse box, crank the truck a few times to release the fuel pressure. I don't mean to be picky, but safety is first.

For models built prior to 2000 the filter is under the driver's side door. Crawl under the door and look to the inside of the frame and you will see an inline filter. If the truck is a 4-door it is under the rear door on the driver's side. They are easy to get to. I think the location changed a short time after 2000 and may be in the tank itself. If this is true then it renders it unserviceable. As for wrenches, I just use a 16mm and an adjustable wrench. Just squeeze your nuts real tight with the adjustable wrench and hope for the best. This always gets the job done for me. For pricing a fuel filter for a 96' Silverado I called 3 store chains. Here's what I was quoted: Advanced Auto Parts=$13, Auto Zone=$7.88, O'Reilly= $9.99.

04 is the first year of returnless injection with the filter and regulator in the tank. 03 and earlier is return style. For V6 models 05 and up are returnless. At least that's what my Chilton manual says.

You could use a pair of small vice grips on the lines but still a small amount a fluid would come out between the grips and the end of the hose. You can also use a small bolt to shove in the end of the fuel hose after you disconnect it from the filter... Just have to be quick!
