Little correction on Cobra Commander. In the 80s Sunbow cartoon movie, 1987, he is shown to be from a race of blue humanoids that lives in the Himalayas (Cobra-La). As a punishment for his failure, he is mutated into a snake man, ultimately devolving into the snake monster that the SDCC figure comes with. The main figure shows him in the midst of that transformation. In the new Skybound comic, he is a human man who comes into the employ of Golobulus, ruler of Cobra-La. So two different origin stories. He is not a cyborg in either.

Yeah some people have been having that issue. Try to do it from a computer or the web browser on your phone. Seems like the kickstarter app has been giving people problems
