To use Noctua once UVI Portal is installed, is it necessary to also download I Lok Manager?

are you talking to me? I have no idea who the dude is until this came out. But to be fair I also didn't know who Mr. Beast was until he was on Joe Rogan a year ago... still never watched one of his videos though. Im not the demo for either of these guys.
