Hip Lifts will train your lower abdomen muscles where the most 'stubborn' fat hides.
They are very challenging, even on a flat bench
Do not extend your lower back when lowering down to the bench, keep chin to chest and upper back slightly rounded for better ABS engagement.
If you feel lower back engaging - check your form or try easier upper ABS exercise
