I grew up on the lower east side and that was considered the drug capital. There was heroin everywhere down there. The lines were crazy. I would hear the dealers say this line for bundles and this one for bags. No singles, no shorts and no change. If you did one of the three you got your ass whipped and then you wouldn’t get served. I think Frank died in the 90s at the latest. The fact that the woman never made contact with her family was puzzling the guy that previously stated that he had seen Frank in the mid-80s in the Caribbean and said, "Hey Frank shows that he survived, but he clearly didn't come back into the country and with computers and DNA, fingerprints etc catching up by the early 90s shows he never came back. I think he passed low-key out of the country and just checked on his family occasionally.
