Probably because they didn't actually do anything wrong, it was Michael's and Dwight's fault. I would say primarily Michael's because he did the bulk of the wrongdoing. Had he not attempted to plant drugs inside Toby's things, then the Police would have found nothing there. :D

I disagree, Dwight started a fire on purpose for a fire drill. Then Michael stuck up for him, which prevented him being fired. Only to stress everyone out during a relaxation session, and then go AWOL after everyone roasted him, including Dwight. :D
