Do you see the “shark teeth” (that line of triangles) at the intersections? If the tip is pointing at you you have to wait, if it is pointing away from you you don't need to stop. They only support the traffic rules that already exist, but it is very helpful in keeping traffic running smoothly.

The video is in Amsterdam. The Dutch are incredibly big on replacing cars with bicycles, so the have really large numbers of them. They are investing a lot of money into making their infrastructure bike-friendly, the whole country is fairly flat so it's really easy to bike, no long uphill sections, etc. Everyone is biking a lot - with their infrastructure designed to be bike friendly, most trips are just as fast as with a car. What I think is amazing, they achieved this not by making the cities hostile to cars, they achieved it by making the bike infrastructure friggin' efficient. They were able to do that because cars are really space-inefficient. The space that would be a residential street for cars is an eight-lane highway for bicycles. There's a channel out there, "@NotJustBikes" who is making lots of videos about traffic infrastructure with a lot of good explanations why such things are working.
