    5:30 is illegal for sure like others pointed out. Also when he motions the receiver back to the right around 6:30, won't he make himself ineligible by lining up there? There's a split end lined up on that side already. They'd need the TE (or split end) to get on the line on the left side, then have the receiver previously in motion line up 1 yard off the line in order to be eligible. That's my understanding at least and I'm far from an expert so correct me if I'm wrong.

    Yes it does. The only place I know you can do that is in Arena League Football.

    It is plain old Microsoft Paint, recorded with software from CamStudio (dot) org.

    I'm trying to find out why a shift or a motion can be legally made. Sometimes a player moves and it's a false start, while other times he's free to run around. How do referees draw the line? Check out some O-line shifts. Mostly, when a lineman moves, it's a false start, yet at other times, it's called a shift. Can anyone explain it? I can't find a reference to any rule.

    The shift play from a two-point stance (hands on knees) is legal. If two or more players shift, all 11 players have to come set again before the snap, or before a single player can go in motion. Also, you can snap the ball even if all 11 players are set in the two-point stance, (with at least seven players on the line of scrimmage), there is no requirement of having a hand down on the ground. Putting a hand down on the ground only restricts an interior lineman from shifting. Once the hand goes down for an interior lineman, the player can only move with the snap. Sometimes I see a running back or receiver get penalized for moving a bit, I would just count it as a shift.

    Can the defense always be moving? Do they have to come a complete stop before the snap, as well?

    No, as long as they don't go past the ball they can run around all they want. They just intentionally try to get the offense to jump offsides.
