I don't think so!! A standard driver's license is NOT going to cut it in the air! What about altitude, vectors, etc. No, there are a lot of issues to be worked out first. Pilot training and experience WILL be necessary and should be required even if their movement is extremely limited! (There were nearly 38,000 deaths from car (not truck or truck and car) accidents on the highways last year!) Put those same driver types in the air and see what happens! It's not a pretty possibility!
