Exoman had a dry rot front tire on the Hustler mower that he has been maintaining for about 8-10 years. He decided it was time to replace both the front tires with the flat free type in hopes of years of trouble-free wear. Recommended tool and open end or crescent wrench and an impact wrench with socket or 2 crescent wrenches.

Always tighten from the nut side. Tighten a little at a time to make sure you do not over tighten and bind the wheel. There might even be torque specifications on the sheet most of us guys never look at.
Change the spacers , your combination the wheel and spacers are longer than the axle, they need to be just a hair shorter than the axle. And yes, you should tighten the nut not the bolt.
the fact that you have lots of replacement bearings makes me think you will be changing bearings more often
Same problem with my Hustler Zero turn.

You gotta pay for the good stuff. I know you think you paid a lot but trust me you didn’t. I got flat free tires on my 2011 Hustler SuperZ and I splurged on the flex forks they ride in. 2011 dollars--$14,000. I used it in my business but the best equipment costs money.
