Bowie recorded a lot of Young Americans, his R&B album, at Sigma Sound Studios, home of the famous Philly Soul sound. Check out the title cut, Young Americans, Fascination, Someone Up There Likes Me, Right, and his most funky, Fame with John Lennon. Amazing songs!
This is a top Bowie song. Very 80s. An earlier one co-written with John Lennon, is "Fame." John sings backing vocals and plays guitar on it.

At this point, SRV didn't even have an album out. He and Double Trouble were club musicians in the South. In the official video, Bowie is wearing white gloves as he "plays the guitar", to signify that he isn't actually playing it on the recording, SRV is. 😎

This collab with SRV happened because Bowie saw SRV play at the 1992 Montreux Jazz Festival. They basically got "booed off stage" by a bunch of "Acoustic Jazz" fanatics, for being too loud... 😎 They were crushed, but then Bowie "sent for them", they met him, yada yada, then this song happened. A couple months after this, SRV released his first album, thanks to Jackson Browne (singer/musician/songwriter/producer), who also met and jammed with SRVDT at Montreux, and liked them so much that he let them use his Los Angeles studio for free! 🤙😎
This song is up there in the cloud of Bowie's best ones. Hadn't known about SRV connection, so thanks to commentors below. Fame is funky.

If you want to see Bowie live, a great place to start is the amazing 'Heroes' live in Berlin. The song is about 2 lovers trapped by the terrible political divide of the old Berlin Wall.
