I'm not quite sure exactly which step(s) sets it to blinky mode. Is it just having all the boost and turbo timing values at 0 or, is it just selecting the Zero Timing profile, or something else?

Zero timing will do it :)
I’ve just bought a new justock 21.5t combo the xr10 I believe is in blinky mode as there is a constant blinking red light, how do I turn blinky mode off ?

Blinky mode is like that on purpose so the race organiser can see the esc has no turbo or boost enabled if you don't want blinky mode then turn on boost and turbo :)
Can you not set the esc to blinky without the ota ?

You can only program the xr series of esc's via a program box or dongle they can not be done via power button like the lower end esc's
