I love this bizarre video game logic within The Black Lodge. It is as if Cooper entered the wrong room and was offered a side quest he was not yet ready to do, so he just skips it and comes back later when he's leveled up.

Not quite. Cooper found Laura twice. He doesn't skip finding Laura either time he's out of the Lodge. Cooper first finds Laura in Part 17, then for the second time in Part 18. But, both times do fail since he's taken back to the Lodge at the end of both attempts.

SPOILER ALERT: In the final dossier, Tammy finds out that Laura Palmer never got murdered due to Coop altering the timeline. Instead, she went missing and was never found. Coop visited Twin Peaks for just a few months in the dossier, but it is an unresolved case. It also states that Leland committed suicide due to grief after. Perhaps, bob was also erased from History. It goes on to say that Sarah becomes manic depressive and solely takes pills. We see her throughout the series in this state of mind and clearly possessed by the new negative force of Judy. Clearly, Coop saved Laura, but created similar perhaps even worse results, because clearly now he is not the same coop that was in the original Twin Peaks. I am still unsure as to the meaning of the final scene. For me the ending could mean numerous things, is less concrete and opens up multiple questions. I am not sure if Coop and Laura are trapped in a loop, did Judy wake up to make the lights go out to this world, could it be that Coop remembering and holding onto his identity through the Fireman's clues 'Remember 430, Richard and Linda'. My view is that although the consequences of Coop's actions in this altered universe is unclear, Coop was able to hang onto himself through the clues and remembering what he and Laura once were thus thwarting Judy and allowing the battle between the negative and positive forces to go on forever. Coop is going to have to continue fighting this battle forever. Regardless of your interpretation, I think the point is that these characters are immortal and the struggle/balance between good and evil is forever.

This sort of scene is actually in the Torah/Bible. Jacob is re-named Israel (Genesis 32 & Genesis 35) two times, but neither time does his name fully change to Israel. In a similar fashion, Cooper is told to find Laura twice, and he doesn't succeed either time. But, taken back to the Lodge after both attempts.Oddly too, "Israel" and "Laura" allude to the same sort of meaning - to prevail or to triumph.
