Treasure Hunter doesn't increase the drop rate % of an item, it just opens more chances of drop slots, which may or may not drop the boots or a plain crystal.

maybe have a linkshell farming event? you would deplete the area for anyone leveling but you would possibly get some exp too

Horizon is a private server with 2800 people on at peak times and 1200 at low times since launch just over a year ago. It's extremely popular and built for player interaction.
