What takes longer to render this or vdbs? or are they the same

Depends on VDB quality and voxel size you set. I would say VDB can be more detailed and realistic, but this one is faster to create, and you can run on low settings with a good results that will make your render faster.

You can render these clouds in any render, but for additional displacement instead of Octane you can use volumes with effectors and displacer itself.
