France has declared a state of emergency in its Pacific island territory of New Caledonia. The emergency will remain in force for 12 days. Island authorities have been given sweeping search and arrest powers. At least four people have been killed since violence erupted in New Caledonia over the past few days. Riots broke out over amendments to the Constitution, which may negatively affect the voting rights of the indigenous people of New Caledonia.
