Fun fact, deacon is following and watching you for your entire playthroigh, from the second you left the vault. There's a railroad hiding spot just above the vault that was clearly for him and you can find him standing around the game in every major story location in a disguise

My favorite place to spot him is at the memory den, using one of the pods.

Step 1: Find Railroad. Step two: do two quests for P.A.M. Talk to Tinker Tom. Step 3: Murder them all -because you have to anyway unless you side with them.- Step 4: Be OP with armorer perks.

i am level 61 on survival and the stupid tinker man dont want to give me ballistic weave...iam on edge to kill em all by now...ive done all bunker hills aid quests,ive done like 4 5 dead drops...ive escorted H2-22 and some other synths out of the commonwealth...and nothing...stupid tinker tom never said he found this interesting thing.,..i check from time to time if i can ugrade some of the upgradable apperal but nothing works so far...i hate this thing but i need it so bad...in survival i can not survive more then one hit from a raider without ballistic weave in full...i have fully upgraded legendary combat set with upgraded vault suit and the first hit takes almost all my HP...the second hit kills me..im very angry...i am so annoyed to run in my X-01...my combat set is with 2 powered pieces and its so nice for scavenging overencumbered because of the fast AP regen...but when i am dieing from 2-3 hits its not a option..still using my X-01...

​@@rezzy851 See if tom sells it. If he does, you can just take the pieces off the existing stuff. If not just keep doing pams missions. You don't need to help the railroad at all outside of that. Also remember that it only works on some outfits. Vault suit isnt one of them. Try the military or army fatigues.

SPOILER: For those, who have P.A.M. on lockdown due to going more into the brotherhood storyline, just have yourself banned from the institute and protect the castle. I'm not asking for likes but if you would, this would help those who don't need to scroll down looking for answers.

For finding the Railroad, they shouldve made a 4th wall break easter egg. If you go there without any info what so ever and des asks you where you found out, you should get an option that says you just googled it and your character will actually respond.

Jackpot is a radiant quest. Medford Memorial was just one of three locations which can be visited. Do whichever one PAM sent you to to get Ballistic Weave. The other two are Hub 360 and Pinnacle Highrise.

I did this and tinker said they found some ballistic weave but it's not available in my armour workshop. But when he did say it to me it was just in the passing conversation as when I try to start a conversation with him it's just to barter items. I have been offered more work by pam to find another cache so will I have to do this mission.

For people that can't get the dialogue with tinker tom, try to use the armor workbench at the railroad hq or buy one of toms already ballistic weaved armor and the option for ballistic weave should appear in other workbenches you come across. This worked for me and now i have ballistic weave. This is a glitch in the original fall out 4 and with the next gen update i guess this is their fix for it.

I had this glitch. What I did was buy a ballistic weave outfit from Tom. Then I slept 24 hours at sanctuary. I then bought the military fatigue outfit from Tom, which was also armored (Military fatigue not available until after u buy a random armor first). I equipped it. Then I went to my workbench in sanctuary. You will now have ballistic weave if you try modding the military fatigue.

Actually, you can't apply ballistic weave to "under armor", you can only apply it to regular clothing. Items such as the vault suit have their own upgrades to resist energy and radiation, but no ballistic protection, that's what the overlaid armor is for.

Playing the new Survival mode now, I'll definitely be doing this with my new character.

Whenever I talk to Tom, he asks me to trade with him. There's no ballistic weave dialogue, I've done loads of railroad side missions and the main missions.

Likewise. I have never been able to get any dialogue about Ballistic Weave. And I have done quests for The Railroad until they ran out and had no more for me to do. I thought several times that maybe I didn't need the dialogue and tried to use the Armor Workstation to put Ballistic Weave on everything I am supposed to be able to install it on. To me, Ballistic Weave is a myth.

Because it’s not an armor mod. It only applies to clothing. Things like tuxedos and dresses. Things that remove all your armor for a one piece. It don’t work on the vault suit.

You can do ballistic weave on the mechanist's armor (not helmet) to get the most OP armor in the game. For like, an outfit, of course. It'd probably be better to just have army fatigues under some nice fully upgraded legendary combat armor..

It is my understanding that the regular armor you are wearing plays no part of the total Armor you are wearing while in Power Armor. Only the armor on the Power Armor is counted. Is that correct ? I seldom wear Power Armor so I have not verified armor counts and what does not count.

When I first played Fallout 4, discovered this on my own. Just being thorough, doing all quests and whatnot.

i think you can upgrade vault suits without the balistic weave but its not that impressiv like 10 dmg redutcion rad reduction or energy reduction more

@@jhonnylee6685 just download Unified Clothing Overhaul its only 10 mb and does alot like letting you put Ballistic Weave on every clothing item and take legendary effects off and put them on other things very immersive

Once you finish Deacon's quest, Tradecraft, you'll have to do another 2 quests for Doctor Carrington. Those are Boston After Dark & Butcher's Bill. Once doing those don't talk to anyone go straight to PAM and do another 2 quests, Mercer Safehouse & Jackpot:. Once you return only talk to Tinker Tom, he will either give you a MILA quest or immediately tell you about weave armor. If he gives you the MILA quest, accept it but you don't have to actually finish it. Then talk to him again and he'll mention weave armor. This is how it worked for me.

I did Mercer Safehouse but got sidetracked and didn't turn it in in time, I'm old and I forget things, so I failed the mission. The next time I went to the HQ they all were enemies and started shooting at me. I didn't shoot back, I just ran because I didn't understand what happened. I just know I screwed up somewhere. I intended to check out past saves but never did.

I got randomized spectacle island on survival mode (no fast travel) so I get to run and swim, back and forth to unlock workshop and be the messenger. Yay!

JV, I got the armored red dress for my female character from Tinker Tom and was looking at this video to see where to get the ballistic fiber so I could take it above 30 damage resistance. Was about to go to Goodneighbor and look around, so good to know it's there. Also, I didn't realize how I had in fact unlocked the ability, so that was good to know. Overall, great video. Informative, illustrative, and comprehensive with regard to the subject. Great job JV!

Maxon's battle coat offers extra protection instead of the standard protection for mk5 ballistic weave

To those who are getting glitched out of this I had the same problem and I luckily had a save that I made before I done any of this quest line so I went back and right after the first cache quest I talked to tinker and book he said the thing about the weave and I had it!!! So try that if you're stuck I hope this helps someone.

This mod Is worth it when you can go around and fight deathclaws with your Chinese sub uniform and Dogmeat I also gave Upgraded Chinese sub uniforms to half my settlers.

This is a good guide. Thank you for posting. I was surprised that Ballistic Weave actually existed and how much protection it offers. It's the main reason to take the Armorer perk as there is no other way to get the higher marks of ballistic weave. You can get your physical and energy damage protection well over 300 when you use the weave on clothing, such as army fatigues, that you can wear underneath your armour. I recommend looking up ballistic weave on a wiki for a list of which clothing and hats can have the weave, and which clothing allows armour to worn over top. The Railroad is a good source for spy equipment, as they also provide the awesome Deliverer pistol.

@@ChillinWithBrody I dunno if this will help you after 6 years, but talk to Desdemona, join the railroad, complete the mercer safehouse quest by PAM, after completing it wait 1 day, go back to PAM and she will give you a jackpot quest. After you find the DIA cache, return to PAM and then head straight to tinker Tom and he will unlock ballistic weave for you.

@@ChillinWithBrody I got quests from Carrington, PAM, and Tinker Tom. I don't remember a specific quest from Desdamona but I talked to her a lot and may have done one or two for her. I think I hit them all up since in one play-thru I ran them out of quests to give me. One time I completed a quest but got side-tracked and didn't report it finished in time and I failed it. When I went back to HQ the next time the whole place had turned against me and I had to boogy out of there. I never went back so I don't know if they are still mad at me.

I'm definitely will try to get this

if im not mistaken completing the quest tradecraft for the railroad will prevent the sole survivor from obtaining the item liam's glasses, which is obtained from a side quest in the institute. liam's glasses provides +2int and -1 cha. just be aware of this when you go through with doing quests for the railroad.

Thanks for reminding me now my character that's been surviving with only 5 radiation resistance up to the glowing sea now can finally have protection

5 Rad Resistance ?!?!? You must be in some pretty shitty armor.

There is no ambush route it forces you to go in the back entrance anyway because the elevator is powered off. You simply have the option to kill everyone at the front first.

Or, like I did. I went in the back door, killed all the synths and completed the quest., Exited out the back door. Then I went round about and killed all the synth and 2 turrets upstairs by shooting from ground level outside the Coffee House. So, in and out, backdoor, around and then finish , front door.

That's not when you meet Deacon for the first time. I noticed this only on my 2nd playthrough. He follows you on other quests before that like he says. I seen his in Memory house after killing Kelog and in Daimond city.

I'd got the ballsitic weave on my first character, and the armour point just doubled staright away. But couldn't figure out how to get it on my second toon. Good to know, Thanks.

If you have done the first DIA cache mission and Tinker Tom dialogue wont trigger you have to do the second DIA cache and make sure not to leave railroad HQ between talking with PAM after the quest and talking to Drummer Boy

If you didn't side with the railroad you can still get armor with the ballistic weave, if you sided with the brotherhood all you need to do is keep helping the checkpoints when they pop up and sooner or later their will be railroad agents with armored railroad coats on their bodies

PAM is a little finicky. She will not immediately give you another quest immediately after the completion of another quest. You will have to leave and come back after a while to get another quest. I usually switch between her quest and other railroad quest turning them in and receiving her quest. Also Pam will give you other random quest besides the two quest you need so it's more of farming for the right missions not just two missions and done.

Oh my goodness I've been doing all the freakin' MILA quests to appease Tinker Tom... this is all I had to do!? I'm a failure.

@@angelastelling6516 In one play-thru I did so many RR missions they stopped giving them to me and never mentioned Ballistic Weave to me a single time. Tinker Tom would only talk to me about trading.

Make sure u use something like Minutemen outfit so it doesn't consume your armor slots or wear summer shorts if u have a charisma build(+2 charisma and only takes chest armor slot u can find a pair in general atomics galleria

I wiped out the rail road as soon as I got it

did this today on my PS4 and it worked just fine. :) 130dmg res on this cheap suit but the green hat also provided another 140 dmg resist :D

If you've progressed too far along other main quest lines with other factions, it may actually brick you out of obtaining the ballistic weave. I had the same problem on one of my first playthroughs.

I'm on Randolph 6, I beat the game, I've set up a few about like 4 or 5 MILA'S and whenever I talk to PAM she says some theta n crap and I've tried bartering with Tom and nothing works help. (ps4).

Danny Gonzales You'd want to do it as soon as possible, find the Railroad, talk to Dez, do Tradecraft with Deacon and wait for Drummer Boy to tell you about PAM.

@@JLudd I couldnt either last playthrough a month ago. either eit bugged on me and it let me or its something to do with level or railroad progression. either way the late game does badly for difficulty, so any max lvl weave will do with lvl 3 endurance. so go for style points

*Trying to keep this vague and spoiler free* I made decisions that made it so I couldn't get ballistic weave before I even knew what it was, lol. Luckily I'm doing a modded playthrough so I can look for a mod that gives you ballistic weave if you can't get it due to decisions in game. I'm on PS4 and Sony hates mods so it'll be more difficult finding a mod probably. Wish me luck lol

check the in-game mod section for 'tesla weave' it's a good alternative to ballistic weave. Also theres a mod available the enables ballistic weave without having to ever meet the railroad.

If you are going to cheat, why pretend you are "playing" the game. I don't mind a couple of helpful mods, but I draw the line there. I have glowing bodies so I can find my loot after a firefight, and My Jetpak because I like to fly to the rooftops and it helps to be up there when my game crashes every other step while I'm at street level. God Mode doesn't float my boat. I prefer to play the game. I build my own Settlements without mods, I kill my enemies or die, without mods. Heck, it's already a wide open GAME that allows me to go wherever I want to go in the Commonwealth and shoot whoever I want to shoot. I'm not so insecure that I need to cheat with every action I take. That's like a child that cries and changes all the rules of the game because his throw of the dice didn't come up with the number he wanted. Consider another popular game....DayZ. It's a "play till you die" or a "how long can you live" game. Every character starts out the same. New players die quick until the figure out how to play, then everyone tries to stay alive as long as possible. They have two lists. List 1 is modded for those that feel they need an edge. List 2 is not modded. If you play on List 2 and get caught cheating, you get banned. I've seen cheating players in DayZ playing on List 2. Every single one I have seen cheating are lousy players, not new, but lousy and experienced enough to know what it takes to win. I really thing their thang is trolling other players but know they aren't good enough to do it without cheating. In Fallout 4 there are no other players in your game. It's you and the game. Who are you really cheating?

I think your work needs tweaking.. You need to do three jackpot missions, butchers bill quests, then drummer boy will approach you. This is like a cut video to what it actually is.

***** Well if that were so true then why did you make it seem like such a straight shot to get there? you do in fact need the three hub missions along with either the butcher bill series, randolph safehouses to trigger the next phase of drummer boy for the next quest set, or doing tinker toms radiant mila quests till drummer boy says talk to pam. All those have to be done prior to the first encounter with P.A.M anyways so. The other comments in this video also see the same issues i have, yet you chose to respond to mine. Curious.

+Dire Wolf Central From what Ive heard, its Ballistic weave with 10% increased damage against synths, not sure if It has Mk1-Mk5 or not. I say Ballistic Weave is best used in conjuction with Heavy Combat Armor, modeled in BoS style (Because its Badass and costs nothing) And just would look Badass in general.

It's stupid, there should be way more clothing options that you can apply the weave to. The hats: there is only a few, Fedora hats, formal hat, newsboy, and some hood hat thing. I was hoping the military hat had the option but NO! Same with mccready's hat... NO! I got like 15 different hats but most of them... NO! Can't have weave on gunner harness and forced to wearing something else that allows me to wear armor pieces and still look cool with the military hat.

@@LCInfantry I put no restrictions on what I wear if it will work, I want it. I'm more interested in staying alive and making progress than how "cool " I look. Story of my life. I like to think my attitude like that helped me be able to completely retire at age 51. I ain't rich but have a little in the bank. About half of it disappeared after the "Tax and Spend" party bought the votes to control both the White House and Congress.

I did the two missions from PAM, even did the MILA missions for Tinker Tom before doing PAM's mission but I still haven't received the ballistic weave ability, Tinker Tom didn't say anything, he's only trying to sell me stuff. Is this a bug? I'm so desperate for ballistic weave 😭

@@CursedMudflap I did the second Dia cache for Pam and he gave me, sometimes you need to do all Pam’s missions

One major problem with f4 is that when you're making choices, often one choice will yield really good reward(s) but the other(s) will just give you shit, one example is the big dig quest, if you side with Bobbi all you get is 300 caps, over a fire mini-gun, and thats nothing compared to a lot of the main faction quests. Sticking with the institute doesn't give you jackshit for example. I think biassed choices are ridiculous in a game like this, and even if you don't have to "choose" the railroad, you still have to go fairly deep in the quest line, and so if you destroy them to early you're screwed.

Planning on getting that for sure

The first time I set up Mercer House, it was on Specter Island. The whole time was a WTF experience.

I did all of these steps and I can't get the dialogue with Tinker Tom. I've tried resetting the game, the console, and even shutting the console down.

I already did 5 DIA cache, and when I go to HQ Drummer Boy tells me to speak to Tinker Tom, but when I do it's the normal dialogue.
