Under Section 163 of the Customs and Excise Management Act 1979, force can be used where officers suspect that a vehicle or vessel contains goods liable to forfeiture, for example goods which customs or excise duties have not been paid, or items which are prohibited or restricted. Furthermore there were police officers present, thus they are covered by both the Proceeds of Crime Act 2002 and the Police and Criminal Evidence Act 1984.

The Slavic immigrant no, they must have reasonable suspicion that will stand up in an investigation or in court, for example a “sniffer dog’s” indication of such illicit goods. Remember, they wouldn’t have brought the dogs up unless they already suspected them of having such goods - the dogs are more of a final reassuring “third opinion”, and then the actual seizure of the goods provides the physical evidence for the arrests, and justifies the search. It is actually specified in the PACE act that an officer cannot just assume illegal activity without such reasonability - a power of which something even somewhat similar only granted under the Terrorism Act (of which the year escapes my memory, I think 2010) - which, in my opinion, is a large grey area, and one that is not covered very well. However such an Act is not cited in this particular incidence and so is irrelevant.

i have to laugh a bit. Real cigarettes have just as many dangerous chemicals as the contraband cigarettes. It has absolutely nothing to do with peoples health at all, it has everything to do with the tax money. I do not live in Britain, i live in Ontario, Canada but here we have the same issue if not more so, but here the Police and the Ontario Provincial Government can do nothing about them as they are produced and sold on Native Reserves. Natives in Canada are exempt form paying taxes so the Government cannot enforce the duty tax on them, all the police enforce is if someone is selling them off the reserve, but if they are bought off the reserve for personal use, the Police refuse to enforce because it does not make sense to do so, if they did, the courts would be backed up for the next century. Cigarettes here in store are so expensive, that the majority of smokers who are in the low or middle income brackets buy them off the reserve and with good reason, in store a carton of 200 cigarette's costs anywhere from 100 to 150 dollars depending on the brand, a carton of reserve smokes cost anywhere from 20 to 40 dollars.

Absolutely. Put a rat in a cage and he'll designate one corner as his latrine and then set about building a nest in the opposite corner. They're ideal pets for people who work since they're crepuscular. They're very loving and intelligent, and easy to teach tricks. The only thing that stops rats from taking over the world is that they don't live very long - three years seems to be about the limit.

You wouldn't notice if it's rat fur though :p Not to mention the current problem is real fur being sold as fake fur. Because actual fur isn't very wanted by the customers anymore, but plastic fur of high quality is difficult to make. So now you need to also burn test 'fake' fur, to make sure you aren't actually buying real fur.

Something that bothers me about this is that they're randomly searching peoples vehicles. I understand they're doing something illegal, but I still believe in your right requiring plausible evidence before investigating something; and unfortunately a dog sniffing a vehicle isn't that.

You’re not quite correct there. They don’t need evidence to search the car, the point of searching it is to find said evidence. The dog indicates on the vehicle, the dogs are well trained and it’s a very good indicator there is something of interest inside, dog’s noses are very sensitive. I’m a serving police officer and yesterday called for a dog to assist with a vehicle search, the dog found a small block of herbal cannabis well hidden near the driver’s seat immediately after entering the vehicle. A dog is very unlikely to indicate on a vehicle that isn’t involved, or containing anything they aren’t looking for. There’s numerous types of sniffer dogs, drugs, GP dogs (general purpose), bomb dogs, and even forensics dogs, that can locate blood or even semen.

3:35 such a great invention. 12:38 why would it be a good place to store expensive contraband in a public place? i don't get it. why police kept trying to pry open the door instead of just opening a window and climb in to the car is another strange thing. maybe it's uk specific. however after that police effort the car has no value to them nor anyone else so the only thing left is for uk citizen to pay taxes to have it sent to the scrapyard. 42:38 this could have been the same outcome with a genuine disney thing or ordinary reflex strap. it's sad but not the problem makes heart breaking tv episodes though. someone at a previous job i had got his eye cut up with just a sheet of a4 size blank paper. oh no maybe it was faked paper that caused it. *sarcastic*
