The Jamaica 2024 Budget Debates are in full swing! Opposition Leader Mark Golding recently gave his presentation and while people may be focused on… a different part of his speech, he also raised a few points.

    There has been growth but it’s still not trickling down to the poor because everything else has gone up by over 50% utilities rent FOOD (triple) bank fees all fees so there is nothing extra to spend or save

So let me inform you: First most of if not all of those little goodies were cancelled, due to Nigels miscalculation resulting in a supplemental budget days after the debates ended. So read and learn rather than listening and regurgitating.

    The government have also raised revenues by increasing revenue from traffic tickets, giving more increase in utilities etc all which squeeze more from consumers pockets

    not only that thelabor section on Statin data collection deem a person who work an hour during one specific week as been employed, it also deem a person who go fishing at the river a moment employed, it also deem person working around the house for a family member even if they get a drink token as employ. so such data is not a legitimate data to describe sustainable employment which is what change economy.

    More people may be employed but they are not earning a livable wage to cater to their basic needs and put away something for a rainy day. It is very insulting for the average person to be earning to less than US$100 per week. The government is very cruel in their removal of the GCT off imported fruits, etc. Recently, we have seen the removal of the said tax from imported horses. This is a very selfish move geared to help friends and company. How many average persons can buy horses much less to buy and bring them into the country? The government's focus should be on boosting local production and introducing new initiatives that will boost the country's foreign exchange earning capacity. 😢😢

    We do not live in the US why are you comparing salaries to the US. The US economy is the biggest in the world how can Jamaica businesses pay comparable rates! If the minimum wage is increase and local people cannot afford to pay helpers and other people at the end of the working chain how will they find a job! In every country we find people working below liveable wages even the the same US you keep referring to many people cannot even afford food…kmt….food will always be cheaper if the people goes to the markets as markets never charged gct and is always cheaper than supermarkets. Stiff competition is needed as well because sometimes the local farmers prices are very high in holiday seasons.

    In regards to the no new taxes clarification I must say I can understand from both point of view. Dr Nigel is right when he said no new taxes and that the tax remaining 15% all throughout dispite increase in revenue. Eg of such would be....Tax equals 15% of $1000 still equal 15% of $2000. From Mr Golding's point of view, while there seems to be a growth in the economy, this growth was fostered on the backs of the struggles and hardship of the nation collected via areas such as foreign exchange slide... increase inflation which he quoted at an Accumulated figure of abt 46% ... as well as losses in spending power of Jmd So basically his example who be... u pay 15% tax on 100kw light bill usage @$40kw 100*40 in 2019. Tax on light would be $600 versus the same 100kw uasge now 2024 at $100kw 100x100 = 10000 for which taxes is now 1500. Imagine this happening to bread, fuel station, supermarket, entertainment, wholesale, customs and the list goes on and on and on... That double in revenue doesn't necessarily reflect a growth in the economy but an adjustment to market conditions that eventually stop at the consumers pockets. Hope that helps a bit...

    In regards to the GDP, it would be interesting to know what the Real GDP is, that is accounting for inflation. This is important as the prices of the goods, GDP, can increase due to inflation but not due to an increase nor improvement in productivity. Also, with higher prices the consumer pays more dollars in taxes even if the the GCT remains the same. Also, the basket of goods used to measure inflation don't necessarily include all the goods the general consumer spends on, eg, tyres, insurance, clothes, shoes, rent,..... Therefore, the true inflation may be higher than actually reported.

    How can the government give back money they don’t receive. They have to wait until the company pay over the taxes to return. I believe it’s a strategy to get companies to pay their taxes on-time. I find that some businesses are taking taxes from individuals and not paying it to the government. It happens to me personally with NHT. It’s a tax collection strategy….

    Re Point No.1 : Employees will encourage their employers to pay over there taxes, to ensure they get that 20k. Moral Suasion on a local basis. That is an indirect strategy to ensure taxes are paid, thus an increase in collection.

    I feel that was part of the motivation to the tax rebate and a point I feel is being missed. If the government says it will be something persons can register for. It presents an opportunity to uncover employers who have not been paying over tax. So instead of waiting until retirement for employers to find out their taxes are not being paid they will find this out much earlier when they are told there is no rebate in the system for them to collect.

    It is so simple , even I am able to understand. If we should impose taxes and tariffs on imported raw foodstuffs. Then the countries with whom we have the trade agreement, and which allows for our goods and service to be exported to them. Could just do the same to our products, thus alienating our farmers and manufacturers and their products. It is called protectionism! And the fallout from this would be astronomical. By the way ; it would be very instructive if you could let us know which of the two parties as government, signed into the WTO treaty? Another thing , for the pensioner , like I, we don’t care when , where or how that &20, 000 one off payment is coming from. We need it now !

    1) Increase the threshold instead of the reversal. Everyone's salary won't be impacted, but the spill down effect is the bigger picture, i.e. NIS, NHT, education deductions from the higher salaries. The higher deductions give the NHT more funds to build lower income homes; the current workers pay the NIS pension benefits existing beneficiaries receive so it need all the funds it can get. 2) I saw the receivables in the PWC budget paper & I definitely want to know what receivables we're selling, why can't we collect on them & how much will we lose by selling them because no one takes on receivables at full value. It's the people's receivables so we need to know. 3) We might need to revisit the Matalon paper or a modified version of it where GCT is concerned to ensure more tax compliance by all.

    I think the overall statistics, more speaks to an improved efficiency in Tax collection, more so that possibly more persons who were working and possibly not paying taxes or who's employers were not paying taxes over, have been brought into the formal tax system. If tax as a % of GDP is growing, while tax rates have effectively reduced, I think it better suggests that the government has gotten better at collecting taxes that were not being collected.

    What was not mentioned is that certain taxes have increased.to include penalties under the Road traffic act. This net increase in existing taxes and penalties is a contributor to the intake of government its not just Growth that increased tax revinue. P

    Taxes did increase. Persons who did not pay taxes due to receiving allowances were force to pay taxes when these allowances were removed. Public and civil servants according to STATIN makes up the bulk of the nation's workforce. The government increased the taxation of these persons not by imposing new taxes but by introducing old taxes to people who were not paying it from the start! So yes people who were not paying taxes are now paying taxes so it is new taxes for them as it never applied to them or only partial applied to them at the start Regards

    The hold argument about reduction in unemployment has be analyse carefully. It is clear that the decrease in unemployment come as a result of migration which is causing a serious briandrain in the country so I can't see what this government is celebrating. Can someone please educate me because I lost. Secondly the removal of taxes on imported food is another criminal move as this will wipe out our local agriculture because we as farmers can never complete with this due our high cost of production that comes as a result of the high cost of raw material. We all know the persons and people thay monopolise the food import business like Onion, Irish Potatoes etc its all political alined please do your research and you will see that it is a criminal move to benefit some of them and their peope not a benefit move for that greater good of the country.     You sound bias ,all food items have been tax every month ,tax have increase on every thing and if the return is double how come them did not have money to call local election from last year.     Any chart that shows Jamaica's GDP doubling over a 8 year period when the growth rate for each of those 8 yesrs does not exceed 2% is so dead wrong. If we assume a 2% growth for each year the most the economy would have expanded by is a mere 17% not 100%. So part of your analysis is flawed.

    More people are working, more business are paying taxes etc, your tax revenues will naturally follow suit. Tax rates havent increased, it is disingenuous to suggest otherwise.
