    For anyone wondering why space support vehicles were included in MOSAIC, aircraft and spacecraft such as Virgin Galactic's White Knight Two and SpaceShipTwo are registered as experimental aircraft with the FAA, but they are capable of carrying persons or property for compensation or hire through the national airspace, even if the flight leaves the NAS after it surpasses 50 miles. Each flight of SpaceShipTwo that leave the atmosphere has to receive special approval from the FAA (essentially a LODA) and that approval allows for the carrying of paying passengers (spaceflight participants). White Knight Two was designed to also carry passengers, such as future spaceflight participants, to do things like zero-g parabolas for training purposes. The language of 91.319 doesn't allow them to do this and the 2018 FAA Reauthorization Act requires them to change the regs for this purpose. Experimental airworthiness certificates are a type of special airworthiness certificate, which would explain why the FAA chose to include it in the Modernization of Special Airworthiness Certification (MOSIAIC) NPRM.

    Excellent point. In fact, space support vehicles just may have been one of the drivers behind MOSAIC since those rules were actual legislation.
