The tunnel with the skeleton floor and wood planks for a walkway has loot under that skeleton floor. You have to crawl to retrieve it but there’s some decent shiz.

To answer the question you asked, the bunker is supposed to be a bomb shelter, or just some sort of a shelter - as evident by the direction signs which spell "←В убежище" - "←Shelter" along with blast doors.
