Mining and the control of the industry is in the exclusive list of FGN, but not purchasing from the authorized miners. Anyone that has the means and license as a business entity can purchase any mineral, be it oil, gold and the rest. What we do not understand is whether the artisans mining the jewel, are doing it legally. If they are mining it illegally, and the state is buying it from them, then, it is questionable.
