According to international law, "a right does not arise from an illegal action," said an expert on Philippine action in the South China Sea.
Over the years, the Philippines continuously delivered construction materials to Ren'ai Jiao and attempted many times to make it a permanent occupation. This action fundamentally is an illegal occupation of China's features in the South China Sea, said Yan Yan, director of the Research Center for Oceans Law and Policy at the National Institute for South China Sea Studies.

WTF is International order? Did you mean Rules Based Order? All the islands and shoals that are within the 9-dash lines belong to China based on the International Maritime Law aka the Law of the Sea. Some countries occupied some Chinese islands and shoals when China was not in a position to defend her South Sea territories. Now, China wants every islands and shoals to be returned to her, one way or another. If those illegal occupiers refused to return the territories to the rightful owner, then they are asking for it and when sh!t hit the fans, face it like an adult instead of a crybaby.
